User-Generated Content Policy

Last Updated 2026-10-17

These rules apply to anything submitted via NOODS Maker to the Operator Store and Steam Workshop. Violating them can get a submission removed, and repeat or severe violations (stolen content, malicious files, NSFW content) can result in loss of Workshop access.

You can report Operators that do not follow the content policy here:

1. Steam Terms of Service

  • By submitting to NOODS Maker or the Operator Store/Steam Workshop, you agree to the Steam Subscriber Agreement and Steam’s Rules and Guidelines, in addition to everything below. Your submission must not violate them.
  • Removals may also happen on request from a rights holder for DMCA or IP complaints, regardless of whether a specific rule below was technically broken.
  • Assets must be globally all-ages appropriate.

2. Ownership & Originality

  • No copyrighted characters, trademarks, or IP you don’t have rights to (this includes existing franchises, mascots, and branded material).
  • No impersonation. Don’t create an Operator, icon, or description that impersonates another person/creator. This includes images, likenesses, or recognizable depictions of real individuals used in an Operator, icon, or description.
  • Don’t impersonate Glossbird staff, or use official Glossbird/NOODS branding (including Lily). Don’t claim or imply a submission is “official” when it isn’t.
  • Don’t reupload another creator’s Operator as your own, even if the original was removed or the creator is inactive.
  • Operator assets created using AI generation are not permitted on the Workshop.
  • Don’t use assets from other paid games or software in your Operator. This includes sprites, models, sounds, or any files pulled from a commercial game or app you don’t have rights to.

3. Content Rules

  • No not-safe-for-work (NSFW content) of any kind. This includes adult content, partial or full nudity, sexually suggestive situations, young looking characters in risqué outfits or situations, upskirt or upshirt imagery, imagery where the central focus is sexually suggestive, or realistic gore.
  • No hate symbols, slurs, or content that targets a group based on identity.
  • No controversial historical or religious figures or events (characters, symbols, recreations). Historical significance or educational intent is not an exception, this applies regardless of the reason for uploading it.
  • No malicious files: no scripts, executables, or embedded content that tries to access data, phone home, or affect anything outside the Operator itself.
  • No harassment. Don’t create an Operator that targets, mocks, or harasses a specific real person or group. This applies even if the content wouldn’t otherwise violate the hate symbols rule above.
  • Content rules also apply to dialogue lines, audio, icons, descriptions, and all other materials part of the upload.

4. Tag Abuse

  • Tag your submission accurately. Mistagged Operators will be taken down and may need to be resubmitted correctly.
  • Don’t apply every available tag to a single submission to maximize visibility. If a submission is tagged with everything, it’ll be treated as tag abuse regardless of intent. One tag per catergory is the maximum.

5. Advertisements

  • Don’t use submission descriptions or the Operator itself to push unsolicited ads, unrelated links, or promotions. Links to your own social media or portfolio are fine.
  • Don’t use a submission to redirect buyers to pay you directly outside the store. If you’re open to commissions, that belongs in the designated commissions space, not embedded in a Workshop listing.

6. Icons & Descriptions

  • Your icon must be an accurate, unedited representation of the actual Operator. No bait-and-switch icons showing a different character, a better version, or content that isn’t in the final submission.
  • No placeholder icons (blank images, default/generic art, screenshots of an error, etc.). If the icon isn’t ready, the submission isn’t ready either.
  • Descriptions must accurately describe what the Operator is and does. Don’t misrepresent features, behaviors, or compatibility.
  • Don’t use the description to route buyers around the Steam’s payment system (i.e. “message me directly for a cheaper price.”)
  • If you are remixing an Operator, mention it in description.

7. Operator Store Submissions

  • You must own the rights to everything you upload to sell. Traced, stolen, or reuploaded work belonging to someone else isn’t allowed, even if you’ve edited it.
  • You can not submit a Remixed Operator or an Operator made from another creator’s Operator Project. Starting a new project is required.
  • Submitting to the NOODS: Operator Store is an application to sell. Each Operator gets one submission, so send your final and finished version.
  • If you’re Operator is rejected, it is because you have not met the User-Generated Content Policy. You may update and reapply if the moderator gives you permission to. Reasons that we allow can include minor bug fixes and engine changes. An update counts as a new submission.
  • The original Creator is the only one who can submit to the Operator Store.
  • Payments are paid to the original Creator’s account. Agree on any split with your collaborators before submitting.
  • Every submission needs to be a complete, functional Operator. No empty shells, test uploads, or placeholders (i.e. all actions filled out, not just same frame repeated everywhere)
  • Don’t require users to download something from an external link to make the Operator actually work. Everything needed should be in the submission itself.

8. Operator Store

  • If you’re updating an Operator on the store, update the existing listing. Don’t upload it again as a new item.
  • Duplicate listings of the same Operator will be removed.
  • You can offer a free preview of your Store Operator on the NOODS Maker Workshop. Only you, the creator, can do this, and the full version must be meaningfully bigger than the preview (more actions, animations, or features). Your preview follows normal Workshop rules, so other creators can remix it and share their versions for free, but they can never sell them.

9. NOODS Maker Workshop and Remixing Operator Project Files

  • Everything on the Workshop is public and free. By uploading, you let any NOODS Maker owner make a copy of your Operator Project, change it, and share their version.
  • Operators built from NOODS Maker Workshop can’t be sold on the NOODS: Operator Store.
  • Works in progress and templates are welcome. Label them clearly as a template, base, or work in progress so people know what they’re getting.
  • Everything the Operator needs must be in the Operator Project upload itself. No external download links, and no extra files required.
  • No paywalls, required donations, or “pay to unlock” for Workshop versions. Donation links in your description are fine.
  • If you upload a Remixed Operator Project File, it must include meaningful changes of your own. Re-uploading someone else’s work unchanged, or with trivial edits, isn’t allowed and spams the Workshop.

10. Glossbird’s Discretion

  • Glossbird has final discretion over what is accepted, featured, or removed from the NOODS: Operator Store and Workshop. This includes submissions that don’t clearly violate a specific rule above but that Glossbird determines are a poor fit for the platform, for example: off-tone with NOODS’ brand, off-topic or unrelated to the Operator concept, extremely low effort, or duplicative of an existing Operator in a way that hurts store discovery.
  • This discretion is not intended to be used to reject submissions based on art style or subjective creative taste. Glossbird is not evaluating whether your Operator is good art, only whether it fits the platform and rules.
  • We may reject, pause, or limit submissions from accounts that flood the Store with near-duplicate or extremely-low-effort Operators.
